Art. 31 (3) (a) Data Act (COM Proposal):

"Member States shall ensure that the respective tasks and powers of the competent authorities designated pursuant to paragraph 1 of this Article are clearly defined and include:

(a) promoting awareness among users and entities falling within scope of this Regulation of the rights and obligations under this Regulation;
